Before any memorial work is commenced in the Florence Cemetery (Hillcrest Cemetery) by any employee or employees of a private business or contractor, a permit approving such work shall be obtained from the Cemetery Sexton or the City Clerk. The permit shall state the name of the company or contractor proposing to do the work, the location of the work, the type of memorial work, and other such information necessary to determine that the proposed work will comply with cemetery rules and regulations. A price of $25.00 shall be charged for each permit to cover the cost of issuing the permit and inspection of the work. The permit shall be presented to the Cemetery Sexton before the contractor commences work.

All memorial work shall be done under the general supervision of the Cemetery Sexton.

All monuments and markers shall be of a standard construction material, such as marble, granite and bronze.

(a) Projecting Monuments and Markers.
(1) A monument or marker projecting above the ground shall be set on a concrete base.
(2) The top surface of the base shall be flush with the ground surface and shall be six (6) inches wider on each side than the base of the monument or marker.
(b) Flush Markers.
(1) A flush marker shall be set on a concrete base.
(2) The top surface of the base shall be flush with ground surface and shall be six (6) inches wider on each side than the base of the marker.
(3) The concrete base shall have a depth of fourteen (14) inches below ground surface.
(c) Extensions to Concrete Base. Extension to an existing concrete base for the purpose of providing holders for flower vases, etc. shall not be permitted.
(d) Additional Specifications.
(1) In order to insure the setting of monuments and markers in a workman like manner, the Cemetery Sexton, with the approval of the Cemetery Board, may adopt additional specifications for the setting of monuments and markers.
