That certain standard code known as the “National Electrical Code,” a standard of the National Board of Fire Underwriters, 222 West Adams Street, Chicago, Illinois, and recommended by the National Fire Protection Association, 60 Batterymarch Street, Boston, Mass., is hereby incorporated by reference herein and made a part of this article, save and except such portions as are hereinafter or may hereafter be amended or deleted, as authorized and in the manner prescribed by the statutes of the State of Kansas.

(a)   The electrical inspector of the City of Florence shall enforce the provisions of the Standard Electrical Code incorporated by reference by this article.

(b)   Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be fined in any sum not exceeding One Hundred Dollars ($100.00).

It shall be unlawful for any person, firm or corporation to place any wires of any kind or description in or about any building in the City which are intended for the purpose of conveying electric current for light, heat or power, except the electrical distribution company serving the City, without first having made application to the City Clerk and secured from the City Clerk a license authorizing such person, firm or corporation to engage in the business of electrical wiring within the City. The fee for a license shall be Twenty-Five Dollars ($25.00) per year. Such license shall not be issued until said person, firm or corporation has made payment of the license fee and filed with the City Clerk a bond with good and sufficient surety executed to the City of Florence in the sum of Two Hundred Fifty Thousand Dollars ($250,000.00), and conditioned that the principal and his or its employees, agents and servants will comply with all of the ordinances of the City governing electrical wiring and installation and will hold and save the City free and harmless from all loss or damage to persons or property resulting from or arising out of the negligence or failure of such persons to use due care in performing any work for which such license is required or in lieu of said bond a liability insurance policy currently in effect in an amount to be approved by the City Council.
