(a) It shall be unlawful for the owner and/or the occupant of any lots abutting upon any sidewalks to fail to cause to be removed from such sidewalks all snow and ice within 12 hours from the time that the snow fall or ice storm ceases. If the snow falls or ice accumulates upon the sidewalks in the nighttime, removal of same must be made within 12 hours after sunrise on the following day.
(b) It shall be unlawful for any person to place snow removed from private property upon any public street, alley or sidewalk.

Where there shall be ice or compacted snow on any such sidewalk of such a character as to make it practically impossible to remove the same, the sprinkling of ashes, sand or other noncorrosive chemicals on the accumulation of ice or snow in such a manner as to make such sidewalk reasonably safe for pedestrian travel shall be deemed a sufficient compliance with the provisions of this article until the ice or snow can be removed.

That any person violating the provisions of section 13-301 shall, upon conviction, be fined $25.

If any owner or occupant of any lot or lots shall refuse or neglect to clean or remove from the sidewalk abutting the lot or lots all snow and ice within the time specified, the city may cause such snow and ice to be removed from sidewalks and the cost thereof shall be assessed against such abutting lot or lots, and the city clerk shall certify the same to the county clerk for collection as provided by law.

The city clerk shall, at the time of certifying other city taxes to the county clerk, certify the unpaid costs for removal of snow or ice performed under the authority of section 13-304 and the county clerk shall extend the same on the tax roll of the county against the lot or parcel of ground. The cost of such work shall be paid from the general fund or other proper fund of the city, and such fund shall be reimbursed when payments therefor are received or when such assessments are collected and received by the city.

(a) The City of Florence Public Works Dept. is responsible for responding to snow events. It is dangerous to initiate a snow clearing program during a storm when visibility is reduced. It is also ineffective to clear streets that are passable until it stops snowing as the traffic, additional snow accumulation, and winds ten to nullify any efforts made. Typically, a major snow clearing program is not initiated until the snowfall has stopped. The Public Works Department has three main objectives:
(1) Facilitate the handling of emergencies by Police, Fire and Ambulance services during the winter;
(2) Reduce the hazards associated with icy conditions to motorists and pedestrians;
(3) Minimize the economic losses to community and industry resulting from unsatisfactory winter driving conditions.
(b) Street Priorities
(1) Priority 1 streets include: Northbound Main street from 3rd street to highway 50; 5th Street from Highway 77 east to Main Street; 8th street east from the Highway traffic circle to Barker; 9th street east to Barker street; Barker street north from 8th street to 9th street.
(2) Priority 2 streets include: Marion street north from 8th street to Highway 50; 3rd street west from Main street to Doyle street; Doyle street south to 1st street continuing over 1st street road west to Kimbal, continuing to highway 77.
(3) Priority 3 streets include: Remaining industrial, commercial, or retail streets connecting to Priority 1 and 2 street; any additional locations assigned by the City Supervisor.
(c) All local residential streets will be cleared as quickly as possible after all priority routes are clear. Once all streets have had an initial clearing, the City will be out to address specific problem areas or ridges affecting normal traffic flow.
(d) The City of Florence does not provide snow clearing to residential alley ways, lanes, driveways, or parking lots. It is recommended that those so affected contact a snow removal company to address any specific need.
(e) Snow Piles
(1) The City of Florence will monitor snow piles for safe sight distances at key intersections and remove them as necessary. Priorities are given to intersections and open lane entrances in the vicinity of school zones. In years of above-normal snowfall and/or ice/snowfall, it maybe be impractical to remove every snow pile and priorities will be devoted to areas of higher traffic volume at major intersections.
(2) The City of Florence prohibits residents and businesses from clearing snow from their property, parking lots, driveways etc. and pushing (throwing, depositing, etc.) it onto the City Streets. By pushing ice and snow into the streets it creates more snow for the grader to plow which may result in larger ridges in your own driveway as well as the driveways immediately adjacent.
(f) Parked vehicles
(1) Residents are prohibited from parking their vehicles on the streets during a snow clearing program. It is the owner’s responsibility to dig their vehicle out if it gets surrounded by windrows or snow ridges. It significantly slows down the snow clearing program, and is hazardous to the grader, the parked vehicle as well as other traffic. Residents are to move the vehicles to alternate locations (parking lots) where possible. The City of Florence is not responsible for clearing the windrows or ridges formed by grader operations away from vehicles that are parked either on the side of or parked near the edge of the street either during or as a consequence of clearing ice and snow from the City streets.
(2) The City of Florence will not be responsible for any incidental damage done to vehicles parked along streets designated as priority routes caused by the snow removal process(s).
(3) It shall be expressly prohibited to park vehicles along priority 1 snow routes, violators may be fined in the amount of $100.00 for each vehicle found in violation of this section. If found necessary to remove any vehicle found in violation the City shall effect removal and costs of removal will be levied against the owner of said vehicle.
(g) Private, Commercial and Industrial. It is prohibited for any private, commercial or industrial property to deposit snow and/or ice onto City property or City streets. Fines will be given. The City will not remove windrows and/or ridges of snow and/or ice resulting from snow plowing operations from loading zones, parking areas or driveways serving private, commercial, industrial or apartment complex. It is the responsibility of the owner of such properties to provide for clearing these accumulation out.
