It is unlawful to loiter within the City limits of Florence. For the purpose of this section, loitering shall be defined as:

(a)   To delay an activity with aimless idle stops and pauses;

(b)   To remain in an area for no obvious reason: hang around, to lag behind;

(c)   Loiter implies delay while in progress, as in walking, more clearly suggests an aimless wasting of time.

It is unlawful for vagrants to be within the City limits of Florence. For the purpose of this section, vagrancy shall be defined as:

(a)   One who has no established residence and wanders idly from place to place without lawful or visible means of support;

(b)   One (as a prostitute, drunkard or addicted to drugs) whose conduct constitutes statutory vagrancy;

(c)   One having a fleeting, wayward, or inconsistent quality.

Violation of this article shall be a Class C misdemeanor.
