The governing body of the City of Florence, Kansas, is authorized and empowered to levy taxes in each year for the general fund and other City purposes on each dollar of assessed tangible valuation of said City, but said governing body shall not fix a rate of levy in any one (1) year for any of the following named purposes in excess of the following-named rates:

(Provided, that the first two (2) mills of said levy shall be outside the aggregate tax levy limit prescribed by this section.)

The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:
(a) Fifth Street, from the west city limits to the east terminus of said street located within the limits of the city.

There is hereby established a water lease legal fund intended to be used for legal fees regarding an access lease for the city springs, so that the city has continued use of the related water rights. Said fund is intended to be used for the sole purpose of negotiating a new access lease to the springs with the DeForest family or their assigns. It is anticipated that an amount of $1,500 is to be transferred to said fund each December starting with 2025 through the year 2069. Funds may be held in the state sponsored investment fund, or other interest-bearing fund appropriate for holding City monies. Each year when the lease calculations are made, the percentage rate increase to those lease payments shall be also used to escalate the initial transfer payment of $1,500 dollars.
